Public Health Nursing Preceptor Handbook

Purpose:
The Council for Public Health Nursing (CPHN) was established within the Missouri Department of Health and Senior Services (DHSS) to address issues that impact public health nursing within the public health system.  The CPHN provides leadership, expertise, and coordination of public health nursing issues including practice, standards, education and recruitment.

Vision:
Public health nurses will be leaders in promoting healthy people in healthy communities.

Mission:
The mission of the Council for Public Health Nursing is to provide leadership, expertise, and advocacy related to public health nursing practice, standards, and issues.

Values:
The Council for Public Health Nursing values:

  • Public health nursing as a specialty that promotes and protects the health of populations using knowledge from nursing, social, and public health sciences;
  • An interdisciplinary public health team dedicated to promoting healthy people in healthy communities;
  • Prevention as the foundation for promoting individual and community health;
  • Continuing education designed to enhance leadership skills and professional growth; and
  • Quality care which meets or exceeds established standards and is creative, culturally competent, and compassionate.

History & Structure:
The Council of Public Health Nursing was established in April, 1997, and the first meeting was held in October, 1997. The CPHN membership was all Department of Health and Senior Services (DHSS) staff and the chair was the DHSS public health nursing liaison.

In May, 1999, the CPHN was restructured and expanded to include two standing committees, one representing the Department of Health and Senior Services (DHSS) and the other representing the Local Public Health Agencies (LPHA). The DHSS committee was composed of one representative from each division, center and district within the Department of Health and Senior Services, and the LPHA committee was composed of one local public health agency nurse from each district.

In July, 2003, the CPHN was again restructured to include greater representation from local public health agencies, and added representatives from nursing education and a public health related organization. An executive board was established with the chair being a representative from a local public health agency. The DHSS public health nursing liaison became an ex-officio member of the executive board. The name of the CPHN was changed to Council for Public Health Nursing at this time.

Strategic Issues:
The CPHN is currently working on the strategic challenge of identifying and promoting the value of public health nursing in the community.

Work groups have been established to work on the following issues:

  • Market public health nursing as a career
  • Collaborate with schools of nursing to assure quality public health nursing education
  • Advocate role of public health nursing to decision makers

Public Health Nursing Brochure:
A brochure about public health nursing is available free of charge from the Center for Local Public Health Services. (See the attached sample copy.) You may request copies of the brochure by sending an e-mail to clphs1@dhss.mo.gov.

Nurse Recruitment Power Point Presentation:
The DHSS Council for Public Health Nursing has developed a power point presentation about public health nursing.  This presentation could be used with students, for recruitment of nurses, or to explain about public health nursing to groups or other audiences.  The presentation includes brief talking points, however, the presenter is encouraged to personalize the presentation with examples and stories related to their community or agency.  (Access the power point presentation here.)
